Jerry R. Mannes II is a veteran intelligence professional whose 38-year career represents the "Triple Crown" of strategic institutional trust. He is one of the rare few to have earned and worn the identification badges of the nation’s three highest strategic echelons: the Joint Chiefs of Staff (JCS), the Secretary of War, and the Defense Intelligence Agency (DIA).

• Joint Chiefs of Staff (JCS J2): Served at the absolute apex of the military’s Joint Staff during the pivotal 9/11 response, providing the Chairman and the J2 with high-stakes situational awareness.
• Executive Office of the Secretary of War: During an eight-year tenure, Mr. Mannes provided 24/7 situational awareness for Secretaries Rumsfeld, Gates, and Panetta, authoring the briefings that shaped global crisis response.
• Defense Intelligence Agency (DIA): Served as the Designated Surrogate for the DIA Director (VADM Jacoby) to the White House and National Security Council. Concurrently, he served as the CIO and Operations Officer for the JITF-CT, architecting the Watch Center that remains an Agency blueprint today.

Mr. Mannes is recognized as an "Architect of Record" within the Intelligence Community, having built five national-level programs from scratch:

1. DIA JITF-CT Watch Center: Designed the physical and IT logic (Replicated by 3 other agencies).
2. FBI National EPAS Workflow: Engineered the SAR/RFI engine for all 56 Field Offices.
3. DHS CI Risk Assessment Team (CIRA): Founded the departmental-level risk assessment cadre.
4. First-Ever Drone Watch Center: Designed the foundational node for modern strike intelligence.
5. INSCOM MSD Engine: Architected the Army’s "Gold Standard" linguist vetting process.

• Graduate Studies: Maintained a 4.0 GPA in Information Resource Management (MSA).
• USAICS: Tied for Distinguished Honor Graduate (97.13% GPA) at the CI Special Agent Course.
• Professional Licensure: State-Licensed Professional Investigator (Michigan).
