CEO & Sole Director

Jerry R. Mannes II is a veteran intelligence professional whose 38-year career represents a unique triangle of strategic institutional trust. He is one of the rare few to have earned and worn the permanent identification badges of the nation’s three highest strategic echelons:

• Joint Chiefs of Staff (JCS J2): Served at the absolute apex of the military’s Joint Staff during the pivotal 9/11 response and subsequent Global War on Terrorism.
• Executive Office of the Secretary of War (OSD): Provided 24/7 situational awareness and strategic support for the Office of the Secretary of War (formerly Secretary of Defense) during the tenures of Rumsfeld, Gates, and Panetta.
• Defense Intelligence Agency (DIA): Served as the Designated Surrogate for the DIA Director (VADM Jacoby) to the White House and National Security Council.

Mr. Mannes is recognized as an "Architect of Record" within the Intelligence Community, having engineered the underlying logic for five national-level programs and infrastructures from scratch:

• DIA JITF-CT (DCTC) Watch Center: Designed the physical and IT logic blueprint now utilized as an Agency standard.
• CIFA Institutional Directives: While serving in the Missions Management Branch (MMB), authored the Procedures, Directives, and Instructions that were signed by the Director and established as formal Agency policy.
• OSD GSAF Infrastructure: Authored the foundational white paper for the Global Situational Awareness Facility (GSAF) IT infrastructure.
• FBI National EPAS Workflow: Engineered the SAR/RFI engine utilized by all 56 Field Offices; our staff also authored the original National EPAS Standard Operating Procedures (SOPs).
• DHS CI Risk Assessment Team (CIRA): Founded the first departmental-level risk assessment cadre for 28 distinct entities.

Our CEO’s leadership is grounded in the ability to bridge high-level policy with tactical ground-truth across all five functional pillars:

• Engineering: Served as the CIO and Operations Officer for the JITF-CT (now DCTC), responsible for its entire IT infrastructure and mission-critical logic.
• Analysis: Managed and edited the daily Defense Intelligence Terrorism Summary (DITSUM) and provided POTUS PIG (President's Intelligence Guide) briefs.
• Analytic Enabling: As an FBI-Novated Prime, oversaw the deployment of the national EPAS workflow with a 95–100% daily ticket closure rate.
• CI/HUMINT: Retired Special Agent in Charge (SAIC) and State-Licensed Professional Investigator.
• Science: Maintained a 4.0 GPA in Information Resource Management (MSA) and was the Distinguished Honor Graduate at the CI Special Agent Course.
